[디지털데일리 백지영기자] 북미 양국이 12일 완전한 비핵화, 평화체제 보장, 북미 관계 정상화 추진, 6·25 전쟁 전사자 유해송환 등 4개항에 합의했다.

도널드 트럼프 미국 대통령과 김정은 북한 국무위원장은 이날 싱가포르 센토사 섬 카펠라 호텔에서 역사적인 첫 정상회담을 개최하고 이같은 내용이 담긴 공동성명에 서명했다.

공동성명 1항에는 “미국과 북한은 평화와 번영을 위한 두 국가 국민의 바람에 맞춰 미국과 북한의 새로운 관계를 수립하기로 약속한다”는 내용이 담겼다.

2항은 “두 국가는 한반도의 지속적이고 안정적인 평화를 구축하기 위해 함께 노력한다”, 3항에는 “2018년 4월 27일 판문점 선언을 재확인하며, 북한은 한반도의 완전한 비핵화를 향한 작업을 할 것을 약속한다”고 밝혔다. 하지만 그동안 미국이 요구해온 ‘완전하고 검증가능하며 불가역적인 비핵화(CVID)’라는 표현은 명시되지 않았다.

4항에는 “미국과 북한은 신원이 이미 확인된 전쟁포로, 전쟁실종자들의 유해를 즉각 송환하는 것을 포함해 유해 수습을 약속한다”는 내용이다.

성명은 “트럼프 대통령과 김정은 위원장은 새로운 미국-북한 관계 수립과 관련한 이슈들을 놓고 포괄적이고 깊이 있게, 진지한 의견 교환을 했다”며 “트럼프 대통령은 북한에 체제안전 보장을 제공하기로 약속했고, 김정은 위원장은 한반도의 완전한 비핵화에 대한 확고하고 흔들림 없는 약속을 재확인했다”고 밝혔다.

또, 북미 정상회담의 성과를 시행하기 위해 마이크 폼페이오 국무장관과 그에 상당하는 북한 고위 당국자가 이끄는 후속 회담을 위해 가능한 한 빨리 열기로 공약했다.

합의문 서명 직후, 두 정상은 사진촬영을 한 뒤 흡족한 표정을 지었다. 트럼프 대통령은 “(김정은 위원장은) 좋은 성격을 갖고 계시고 똑똑한 분이다. 재능이 많은 분이고 조국(북한)을 사랑하는 분이라는 걸 알게 됐다”고 말했다.

김정은 위원장도 “역사적인 만남에서 지난 과거를 덮고 새로운 출발을 알리는 역사적 문건에 서명했다”며 “세상은 중대한 변화를 보게될 것”이라고 밝혔다.

Joint Statement of President Donald J. Trump of the United States of America and Chairman Kim Jon Un of the State Affairs Commission of the Democratic People's Republic of Korea at the Singapore Summit

President Donald J. Trump of the United States of America and Chairman Kim Jong Un of the State Affairs Commission of the Democratic People's Republic of Korea (DPRK) held a first, historic summit in Singapore on June 12, 2018.

President Trump and Chairman Kim Jong Un conducted a comprehensive, in-depth and sincere exchange of opinions on the issues related to the establishment of a new US-DPRK relations and the building of a lasting and robust peace regime on the Korean Peninsula. President Trump committed to provide security guarantees to the DPRK, and Chairman Kim Jong Un reaffirmed his firm and unwavering commitment to complete denuclarization of the Korean peninsula.

Convinced that the establishment of new US-DPRK relations will contribute to the peace and prosperity of the Korean Peninsula and of the world, and recognizing that mutual confidence building can promote the denuclarization of the Korean Peninsula, President Trump and Chairman Kim Jong Un state the following:

1. The United States and the DPRK commit to establish new US-DPRK relations in accordance with the desire of peoples of the two countries for peace and prosperity.

2. The Unite States and the DPRK will join the efforts to build a lasting and stable peace regime on the Korean Peninsula.

3. Reaffirming the April 27, 2018 Panumunjom Declaration, the DPRK commits to work toward complete denuclearization of the Korean Peninsula.

4. The United States and the DPRK commit to recovering POW/MIA remains, including the immediate repatriation of those already identified.

Having acknowledged that the US-DRPK summit - the first in history - was a epochal event of great significance in overcoming decades of tensions and hostilities between the two countries and for the opening up of a new future, President Trump and Chairman Kim Jong Un commit to implement the stipulations in this joint agreement fully and expeditiously. The United States and the DPRK commit to hold follow-on negotiations, led by the US Secretary of State, Mike Pompeo, and a relevant high-level DPRK official, at the earliest possible date, to implement the outcomes of the US-DPRK summit.

President Donald J. Trump of the United States of America and Chairman Kim Jong Un of the State Affairs Commission of the Democratic People's Republic of Korea have committed to cooperate for the development of new US-DPRK relations and for the promotion of peace, prosperity, and the security of the Korean Peninsula and of the world.
